Just for context every time I go to the library there's a guy who he can't be attending to another person or speaking with someone yet with comes and starts engaging, even when there's someone helping me already. He's pretty friendly and tries to give more conversation. This also happens out of the library as well. We don't have any common friend just go to the same university. I think he wants to be "seen".

could be having fun, they are enticed. youd know how they approach if they are interested. sometimes you have to respond back appropriately if you are interested, or they will depart. It's an opportunity regardless... if you want it. Do it right, don't be too pushy. Be fun and open.
