Not just skirts but dresses too. As FilmGuy93 says it accentuates the flow of a woman's curves. I would say a dress particularly reveals the flow of the movement of a woman's as she walks etc. There is a static aspect and a dynamic aspect.

Dresses and skirts are extremely femme and we like femme very much. I was at a bowling club and a girl in a long dress picked up her skirts to walk up steps to the rink. She kept holding her skirts far longer than she needed because all the guys were enjoying this splendid femme image and she knew it.

I think too that whilst we like tits and ass outfits we also like modest femininity. I know I do. Plus we have to work harder at checking out a girls body and you value what you have worked at more than something that is easy.
