He could think you're out of his league, or unable to tell if you're interested, he might not have good social skills.. They're could be many reasons.

Maybe you should give him an open; perhaps not approach him directly, but give him a chance to shoot his shot?

It could be a lot of things. Lack of confidence for one. Maybe he doesn’t feel as though he’s in her “league.” If the girl notices this why doesn’t she talk to him first. Women don’t understand the pressure you’re under to get the courage to talk to a girl you like. To me it seems easier for the female to not have to make first contact. As a man you really only have once chance. It could be possible as to what you were saying about a specific type, but that would be a very slim chance.
