Why would a married guy hit on me?

He’s about 20 years older than me, a family friend. He’ll stare at me, look me up and down, he isn’t shy about it. He touches me any time he can, makes sexual innuendos, he’ll do whatever he can. He’s happily married I know his wife. Just wanna know why. It makes me uncomfortable but I can’t say anything to him

I think you should say something to him. Be playful about it: say something like, "Does your wife like it when you hit on underage girls?" That should stop him cold.

I can appreciate the dilemma you're in. The issue, though, is what he's doing is wrong. Your parents' friendship with him is less important than him not doing the right thing.
