Context is really important in situations like this.

If it is a bunch of guys together using descriptors that mean "pretty" and you overhear then that is one Thing.

If it is a crush doing "pretty" in front of his friends then that's another Thing.

If he is saying "pretty" to you face-face then this too is a very different Thing. Finally, if you are the Real Thing, Mom will be all up and down you...

Could be either. Sometimes it's just a compliment. Sometimes there's an "ulterior motive." You need to look at the context to figure out which one is more likely (and a lot of that context are things like 'the vibe' between you two, how he was looking at you etc.)
