Shaking it at the urinal is okay but in my own washroom, I use a little TP to wipe then end, there is no accuracy in shaking it off and I prefer to keep my washroom floors not to mention any nearby walls clean. Call me a clean freak, but guys washrooms in public places are disgusting due to that simple fact.

A flick or two is good enough, but yeah we have to do that.
When done urinating, a drop or two of urine will remain in the urethra or on the tip. So, shaking in some way will remove any final drops.
At a urinal or outside, we have to do this because there's no toilet paper.
A woman has a similar problem but just sits on the toilet and takes some toilet paper and wipes her urethra to soak up that last drop or two.
