Why did he wantded to know what I ordered?

Guy that I have been chatting daily for almost 3 weeks commented on my story that I posted. I posted about the resteraunt that I was in.

he then commented on it: ” nice, I can see that your weekend has had a good start. What was tonight’s meal?”

i think he wants to start a conversation, but doesn't know how to start it so he decided to reply to your story?

He hasn’t asked me out, I wonder why. He has playfully hinted at hanging out ( he playfully said once that he wants me to show him around my neighborhood)

If he only hinted at that I guess he was testing the waters to see what your reaction is, and then decide if to ask you out or not (to avoid a rejection). Now he is retrying opening a conversation to maybe spot another chance. If you like him and are hoping he asks you out, you can invite him for a coffee as well. Being in your early 30s you won't come out as too bold by doing that.

That is a way to test the waters, a desperate man told me exactly the very exact same joke time ago, while it was already clear he was trying to find a chance somewhere. (Unlikely it's the same man! lol)
If your neighbourhood is not a touristic attraction then it's obvious he was trying to see how you'd react if he asked you out.
