No. He could be confused as to why you're staring at him. He could be thinking about nothing and staring into space and you just happen to be in that eye line. There's lots of reasons why I could stare at you. If it's a trending thing and he's always staring at you no matter what, that's a different story. Or if you make eye contact for a very long time
