Guys, When I look at him he always holds my gaze, does that mean he's interested?

I sometimes look a little to long at this cute guy i see around lol, and when i do he holds my gaze and does not look away, it happens all the time. is he most likely into me or is this something guys just do to any girl even if they aren't interested?
