Confused what are motives?

He tells me he loves me. He tells me he’ll do what he needs to be with me but when it comes down to it he won’t. He goes back and forth all the time. He’ll say he just isn’t ready to commit etc. he says all of the right things but doesn’t follow through. What could be the reasons he doesn’t want me to let go but he doesn’t want to commit? He says he talks to others “sometimes” but they don’t matter etc. he says he just isn’t ready yet bc relationships are so much work. What is everyone’s opinion… if he truly loved me wouldn’t he do what it took to be with me?
