Possibly, but not necessarily. It could mean he finds her cute. It could also mean nothing at all. Perhaps he didn't know how else to react. Maybe he didn't even realise he was doing it. It is impossible to tell.

Not only that, but everyone is different in the way the react to situations. That might be his natural reaction when he catches someone staring at him. Who really knows? All I am doing is guessing at possible reasons.

A lot might also have to do with context of the situation. Where did it happen? Do you know the guy? What is your relationship to him (friends, acquaintances, classmates, etc)? So, there are just too many possibilities to say for sure, 'yes, he thinks the girl is cute'.

He's my classmate. He's on the quieter side. He's not extremely shy though. He laughs and talks. We sit next to each other. The previous day he told me hi when he sat down. And the next day he didn't. I was busy doing my work. A few moments after he sat down I was looking at him (confused why didn't he say hi). Then I looked at him again... but I guess it looked like I was checking him out. He turned his head and we locked eyes and he smirked. And I turned my head away quickly and he said "hi (my name)"

I don't know if he likes me. His friends once suggested we should get married (it was a school project) and he laughed hard. I didn't say anything. He repeated what they said and asked me what do I think and I told him "I know I heard I'm right here". I made a dumb excuse that didn't make sense and said no because it's expensive. And he said we can combine our money.
