I mean some additional context would help. Based off this alone it doesn’t sound flirty but I don't know what you two had been talking about, who you are to each other, etc.

Talking to romantically? Because if so then sure, I’d say it could be flirty but it would’ve been more suggestive if he actually invited you to visit.
But he come from culture where that is perceived very inappropriate
So have you been talking as just friends? Do you know him from the past? If it’s yes to one or both of these then it’s probably friendly then. That’s why I said it matters who you are to each other for this to make sense. If you flirt often or interested in one another or something more suggestive
