Imagine if u r a boy wants to be friends with a girl. Through her male friends u get introduced to her but not in person as she is having her exams at that time and asks him to meet after exams. But she goes on a vacation after exams and after coming back she wants to meet him but is nervous and waits for her friends to come for moral support. Afterwards when she asks him to meet her... if refuses he in the name of some work. She apologizes about the delay of time but he stays adamant on his decision. But whenever he sees her he checks her out, gives smiles... what does that mean?

It means he's smiling at you. If you like him it's ok to start a conversation with him and ask him to coffee or whatever else thing you deem appropriate. If your closer to the 18 than you are 24 he might be shy. It's not easy for all guys when they're younger to approach girls. If he's smiling at you it prob at the very least he sees you and smiles. Think about it. If you like him just go over there and say something. He might not be picking up if you like him. We're not mind readers and don't want to make women feel awkward either.

It means he thinks you good looking and like many young guys, they can talk to other guys and girls but when it comes to talking to the girl you attracted to, it can be hard to overcome their fear to make a move. It gets easier each time though. Find a way to get closer to each other so he is kind of forced to say something

I can't think like a guy because I'm not one. However one thing I do know is that when someone is really interested, they don't play games and if someone they're interested in approach them, they feel glad and reciprocate it. So, I'd say he's not into you. Regarding him checking you out, almost every guy checks out girls but that doesn't mean they want to be with her as more than friends and he smiles probably because he's being friendly or don't want things to feel awkward so he smiles when you notice him.
