Guy looks at me and NEVER smiles but he also looks at my mom and waved at her. This guy is my neighbor. Guess I don’t appeal to him. And my mom told me that he also whistled at her.

Well, there's a chance you might not appeal to him, or if that's not it, maybe he's too shy to talk to you. Especially if you're around the same age.

People say girls are hard to read, but sometimes I think we guys are the same way. Maybe one day wear something guys would find hot and see if he notices you. Honestly though, we humans are our own worst critics. We think there's something wrong with us if someone doesn't notice us. Maybe he finds you attractive and likes you but doesn't know how to go about saying anything. Guys get shy too.

Us guys always having to make the first move isn't always fun! lol. Next time you see him, when you make eye contact, wave, or if you're close enough, ask him if he heard that noisy cat meowing at 3 in the morning. (Even if there was no cat meowing, as far as he's concerned, you're the only one that heard it, and it would be a great conversation starter)

He stares at me a lot. Multiple of times he has stared at my legs or has stared at me with this arms crossed. He also has stared at while with his girlfriend. He has peeped at me one time when I was getting inside my house. And he was getting opening the door to leave his house.

People who set out to treat people differently than everybody else they come into contact to have an agenda. They don't just do it out of thin air. There is something about you that they feel the need to do this and make sure you know what they think of you.

Back to this girl... she felt such a need to be a b*tch to me that she was put under church discipline and life was made VERY hard for her for how she acted. Even the pastor who knew her since she was a little girl abandoned her to side with me. All of this fueled her hatred of me to the point where they said if she didn't do something that she would be thrown out of the congregation and would have no say in anything related to us. She eventually submitted... still hating me.

Whatever it was, she felt the need to show that I was being treated differently. Now, what did I do? I made jokes at her expense and made fun of her for what she was doing. This DESTROYED her ego. It wasn't super intense stuff. One time she told me that I was the only one that made a joke and that I needed to shut up. I made reference to a meme that my church congregants would (affectionately) make about me. So the next time someone made that joke I made sure to say (with her in earshot) "be careful when making that joke, because as you all know: I am the only one that makes it!" We all had a good laugh and it ANGERED her.

You want my advice? Not only show that it doesn't bother you... but make jokes about it at their expense. They will REGRET doing what they did because they will really that it fuels you. That's what I did.
