Why is it that females think they can control someone that looks at them. If you are attractive to someone, they will stare at you.. I’ve had ugly women gawk and stare at me, I don’t go all bullshit and demand they stop staring. People are free to look at or stare at what they want, if you want them to stop, be ready for a fight, if not, go about your business. And about being creepy, being creeped out is a illogical feeling more women feel. That’s a “feeling.” If you make yourself feel creeped out, you will be. @Friendlybro79 so my house faces his house Somedays not always. I leave for work and he leaves at the same time as me. I have opened the door to leave my house. He does it at the same time. He then proceeds to get inside his car. At that moment is when he stares at me. Gets inside I close my door and he then leaves. Other times I leave my house he is already in his car. I get inside my car he then leaves at the exact moment I get inside. Do you understand me?

To be fair I of course can't say you're exaggerating for sure but that's what this seems like. This seems like a non issue you're making an issue. I think if you notice he's staring at you for a long period of time that means you must be looking back to be able to see that. I think this guy is just getting in his car, making eye contact with you, possibly, because you're his neighbor and wants to say hi or wave... You're making it sound like he waits for you and doesn't break eye contact with you at all while he walks to his car lol. I think you're exaggerating and possibly looking for attention here to discuss this. That's what I think. It's not what I know because I am not there. I could be wrong and you could be right that he's staring you down daily but how would you know he's staring unless you are looking back. Eye contact with a neighbor isn't a crime or creepy. I like to say hi and wave in the morning to a neighbor.

If it's making you uncomfortable, definitely say something. He probably thinks you're attractive. It's OK to feel flattered but violated at the same time.

If he's staring at you for a long time, he's probably checking you out. I'd say something, even though he'll probably still stare when you go outside because a lot of times when a person tells another person not to do something, they still do it!
