Crush looked at me when talking to someone but didn't come talk to me?

My cush at work and I often talk about work things and personal things. I noticed him looking at me one day as I was laughing at something that someone said. I was far enough away that my laugh was probably not obnoxiously loud. Yet... he was in a conversation with another female coworker. When I looked at him, he kept looking at me. I then started to do a task but he didn't come talk to me after... What do you make of this?
