My fiance openly admitted to checking out other girls, should I break up with him?

My finace told me this morning that he has been checking out other girls during our relationship and liking posts of girls in bikinis.

On dates he finds it hard to focus on what I'm saying coz his eyes glance toward a nother girl or another table '3 or 4 x'.

He openly admitted he found a girl we had lunch with, pretty and That he looked at her 3x even though she was his mates girlfriend.

It deeply hurts me that he does this and I've let him know that it makes me feel insecure and not special but he says when he does this again, we will just leave the restaurant or the place. But that's not what I want. I want him to just stop doing it all together.

Does he not love me? Does he not think I'm attractive enough? Am I not enough for him?
