I just feel like I shouldn’t have to explain to him when someone’s sketchy. Neither should I have to tell him to not give out his phone number to the opposite gender even if they are harmless. It happened once but still.

I was about to tell you you're overreacting a little bit until I saw where you said he gave out his number to a girl which is sketchy and weird as hell. He should know better than to give his number out to random women because i'm sure he wouldn't like you giving your number out to random men! However, i'd say taking a break might be a little much... he's your fiancé which means you guys are very serious, have a conversation with him about this and let him know that you're very upset and uncomfortable with what he did because in no way was what he did right. So sorry you're going through this.
Highschool.
Girl friend of mine who I thought of only as a friend frequently sits on my laps. Touches ans gives me compliments. Asks to hang out alone. Talks about ideal dates, partners that all sounded a lot like me, suggested kissing. Literally snarled at other women, sort of.
I had NO IDEA she liked me!
So yes, if you hold it against a guy that he didn't spot it you will have to eventually realize most of us can't until we get a lot of practice.
It is all about trust. If you don't trust him to reject an advance, dump him.
