Because he wants to know what you look like. He likes your personality, and he's potentially evaluating you for a relationship. So he wants to be informed and know what he would be getting into.

And no, it's not hoe-y at all to send a picture of your body. It's perfectly normal. I just wouldn't advise sending a naked one.
