As of by the time I got out in 2018 (US Army), it happened pretty often, but wasn't something that was encouraged and could in fact be punished if something happened and somebody caught wind of it. Most of the time it was an ethnic clique or toxic leadership trying to assert themselves over some new guy, and was pretty mild compared to stories I'd heard that happened ~10 years prior.
