Is it bad to decline a movie date after our first date was “driving around” I feel he’s not making enough effort?

There's no "good" or "bad". You don't ever owe anyone a date. You aren't feeling it. Just say no. instead of wasting your time and his.

How long have you known this guy? Don't get into cars with guys you don't know very well.
