It's possible that this guy could be interested in you and wants to get to know you better, but he may be shy or uncertain about how to express his feelings. This could explain why he hasn't made a move yet.

It's also possible that he just wants to be friendly and make small talk, without any romantic intentions behind it. Hard to say without knowing more context.
