Plain and simple: he wants to end things on good terms. He doesn't want to hurt your feelings more, but more importantly feel good about himself.

The one who dumps the other person always acts in such a situation from a position of power. So saying nice things doesn't cost him much in that case. But then again, it can be also genuine - he may sincerly care for you. It really depends on the person and the kind of relationship you two had.

I use that line too, it's a way of ending things cordially. You don't always have to hate an ex, but sometimes you can't be together due to location or time and you don't want them to be hung up over you for the breakup.

In an amicable split that is very common to want the best for your former partner.
It didn't happen with each other, but it will with the right person.
So no he isn't feeling sorry for you, he cares about you as a person and hopes only for the best for you.
However, if it was a case where it wasn't amicable, then it would be a whole different story, restraining orders, court battles, destroyed property, and then probably it would be more like I hope you rot in hell, vs caring about you.
