There is one guy who looks at me every time he sees me. He doesn't take his eyes off me. I work in a store where he came a couple of times to buy something. There is a cafe next to that shop, which has a huge garden, but he always sits where he has a view of the shop. When I look, I see that he is looking at me. Does he come and sit in that place to see me?

Probably. He is probably an insecure shy disturbed man in some way where he can't authentically approach you and say hi or he could just be married and trapped and you brighten his day. In the end we will never know really.
