Doesn’t always mean no. Maybe he’s involved w someone. Deciding if he wants to cheat on her or not. Maybe he just broke up w someone so he’s a little down right now. Maybe he’s going through a lot of personal issues at the moment. Maybe he’s never done that so he’s considering what would be good or bad about it. Maybe he likes you as more than an friends with benefits. Maybe he likes men as well as women so trying to figure that out. There a a lot of maybes.
