Why would he ask to hang out and not go forward with it?

I haven’t seen this guy in 3 weeks. I seen him all the time but this is the longest I went without seeing him. He always says he will get back to me and never does. I don’t know what’s happening with him but at one time he said he was going through something with his family but he’s been on social media. I was texting him and he wasn’t responding to any of my texts for days. Him distancing himself caused us to get into a fight and I told him to block me and not to ever unblock me. He says okay then blocked me. The next day he unblocks me and calls and wants to hang out. I said okay but he says he has to do some stuff first before I can come over and will call me when he’s done. He never called me the rest of that day neither the next day.

Why would he ask to hang out and not go forward with it?
