I read somewhere that when a normally confident guy gets shy with a girl, he could like her.. yet he’s so comfy with her and teases her and doesn’t do stuff like that to me. So I can’t help but think that he likes her. What are your thoughts?

Seems to me, he likes YOU! He's not teasing because he doesn't want to risk hurting you and chasing you away from him. Ask him out and see if he goes for it.
