It could be any number of reasons. For example, a guy can get like that due to watching porn and fapping in the dark because it builds shame and low self esteem. He may be a bit shy or not want to be on the date (but doing so due to societal expectations).

Most guys will find it more difficult to maintain eye contact with a woman they do find very attractive. But I've also knows some guys that just never look people in the eye of either gender regardless. But being attracted to a woman won't mean ignoring incompatibility of life goals.
