No. There are a lot of reasons guys might not approach you or make their feelings know. Of course, they might not have any feelings for you, but the lack of an approach should not be reason for you to think they absolutely are not interested.
I remember being so nervous to ask this one girl out when I was a teenager that I literally threw up afterward. Guys get nervous, some guys are shy, even if they don't seem like a shy type, they may still be shy in this area.
If you aren't comfortable asking him how he feels directly, maybe ask around with some friends and see what they know, but don't write the guy off completely just because he hasn't approached you yet.
