He probably does notice you but since he is not interested in you, he does not react as you wish he would.
Looking into someone's eyes for a prolonged period of time is bothersome for the victim of those extended looks and those victims have either the choice to look away, which would signal something like embarrassment, or the victim could hold that look to signal that he/she is not affected by the stare.
In your case, take it as a lack of interest from the side of the victim and don't insist. There are plenty of other fish in the ocean you can try to attract with a prolonged stare.
I do this all the time n they dont notice but when theyre near by they stre at me😂
I sometimes wonder these sorts of things myself if women are just looking at me, or looking around where I happen to be, everyone does it. And they don't all mean "hey, invitation, come on and talk to me, good looking" eyes.

I’m nearsighted and wouldn’t know if you were looking directly at me from a distance without my glasses. And, yes, I do sometimes not wear them when I’m out at a bar. It’s always possible he’s doing the same.
