Looking into someone's eyes for a prolonged period of time is bothersome for the victim of those extended looks and those victims have either the choice to look away, which would signal something like embarrassment, or the victim could hold that look to signal that he/she is not affected by the stare.

In your case, take it as a lack of interest from the side of the victim and don't insist. There are plenty of other fish in the ocean you can try to attract with a prolonged stare.

I sometimes wonder these sorts of things myself if women are just looking at me, or looking around where I happen to be, everyone does it. And they don't all mean "hey, invitation, come on and talk to me, good looking" eyes.
So I for one also attach that sentiment to today's society standards and... yeah lady, I suppose it's gonna take at least a conversation starter lol. Doesn't sound like in my shoes in your shoes that the guy gonna dance or waltz on over. Anyways 👀😋🙂😅

So I’ve sat a chair away from him before and tried to catch him looking at me but I only notice him looking my way when he’s across the room which makes it hard to know if he’s looking at me or not. When he’s sat near me I try to get him to notice me looking at him but I’m shy and he’s always on his phone or distracted so it can be difficult
