He says he doesn't know what he wants. Yet he is literally spending hundreds to visit me soon. Booked tickets and everything. Wants to see my town and wanted to meet my nan who was poorly.

I ask him if he wants a relationship. He says he doesn't know. I'm beyond confused. His behaviour doesn't align with his words.

I only know what you've included in the question details, but the fact he wants to meet/visit your nan was the big thing for me. It would be odd for someone who only wanted sex or didn't want something more serious to want to meet your family member like that.
