Why would a guy flirts with me a lot when he don't really know me we just Know each other a little bit more like strangers?

That is the first step in the whole process. You flirt to get someone's attention. Then hopefully you do and get a conversation going. Then you hope that leads to a possible date where you get to know each other. So this guy is really on step one which is flirting to get your attention. Seems to have worked considering you notice him doing it. If you like him then you flirt back and that might get him to ask you out or approach you. If you don't like him like that then just ignore and he will get tired and stop eventually.
