So as guy, when there's a girl that you know you can't get with, or like you know you have no chance with... guy usually act one of two ways;
1. They ignore you. Like they treat you like your just another women and there's is not anything special about you.
2. They embrace the situation and have fun with it. Why because if they can't fuck you why not have fun. Because they are not ashamed to addmit that you brighten up their day and that's good, even if there will be no dates or sex. Have fun be nice... hell over time she might come to appreciate it.

Does he stare at your body? If so then I guess he's attracted to you. But if so, he should not stare because it's intrusive and kind of crosses boundaries.

Well maybe he's just being kind/polite? How well do you know each other? It might be a crush.
It's hard (for me too, as a guy) to make the first move. But maybe ask him if he'd like to grab a bite/coffee? Like any way you could have a chance to strike up a conversation/talk? If he's older than you he might be nervous about taking the first step.
He might really want you but he's worried about the age gap or something.

Oh no don’t even worry about the confidence thing. I actually noticed a guy at work who seems nervous with me. It’s so cute and I’m very curious about him because of it. If he was acting confident I wouldn’t give a toss. Vulnerability is attractive sometimes. It’s relatable.
True it’s hard to find out someone’s interests when you know nothing about them. I’d say start with like basic things like girls probably all like fashion or pretty things like flowers or makeup. Maybe cooking, cause everyone can relate to food. Or pets. Or animals. Everyone loves cute animals and funny animal videos.
