I have been talking with this guy for about 2 years nothing serious but we are both attracted too each other, is it weird he does not bring up sex?

You’re welcome, yeah that's definitely weird that it's been so stop-start over two years. Usually by that point things have either progressed or fizzled out completely.

My guess is he may be confused about what he wants. Like maybe when he's around you he gets feelings stirring, but then when he's away he second guesses it. Or it could be he worries what other people would think if you guys got together, so he inches closer then pulls back.

If I were you, next time things start back up I'd try having a serious talk with him. Like when things are calm, bring up how you've known each other so long but the situation never seems fully resolved. Ask him straight up how he sees your relationship - as friends or potentially something more. Tell him you just want clarity so you can either pursue him fully or move on if it's never gonna happen.

Guys can be dumb about feelings sometimes, so he may need you to spell it out. Then hopefully he'll be honest about what's really going on in his head. You deserve to know where you stand after such a long time invested in each other!

It's a bit weird, but you haven't pushed the issue. So really if he's weird about it, so are you. It takes two to tango. If you want something out of this then tell him. You'll at least get a better answer than what he has given you so far which is not that interested. Guys that really want a woman won't stop.
