Does this guy just not like me?

There’s this guy at my work who’s super talkative and he talks to everyone but me. I admit I’m shy but if people talk to me I can hold a conversation. I always see him staring at me and he always walks close to me, but never speaks to me. I think he said something one time to me.

Sometimes he even helps me with my work but he won’t say anything about it to me, I just see that he did it. I honestly can’t figure him out, does he just not like me? (by the way it’s okay if he doesn’t like me I just find his behavior confusing)

While there is no way for me to know for sure I kinda doubt he doesn't like you unless there is a reason or something happened. You mention you are shy and it may be that he just either has no interest or doesn't like connecting with people that he perceives as shy. It might make him feel awkward or something. Hard to say but usually people don't just dislike someone just because. There is almost always a reason. I mean he could be off put by you for some reason you don't even know but I would find that unlikely.
