It depends on what type of interest.

If it's interested in like hooking up or dating? Not always. Sometimes it's just flirting.

I've had older men flirt with me since I was 13. Most times (I hope so at least) it was just flirting. It was definitely weird when I was underage.

When I was in college and still today I get flirted with by older men. Most of it is just flirting, sometimes they are actually hitting on me. Now the ones flirting have wives and families so they wouldn't cheat on their wives. Some would absolutely if given the chance. Some might have, thats another story however.

It all just comes down to how they flirt. Sometimes flirting is just flirting and that's it.
