It's possible. Picking up something a girl drops is usually just being polite. But adding the eye contact thing could mean he's in to her. Or he might just be real friendly.

It's hard to say for sure from just that one thing. Guys can be clumsy too and might have just been trying not to look weird while helping out. I'd say pay attention to other little signs - does he find excuses to talk to her more? Try making her laugh? Catch him checking her out sometimes?

If you see a few of those other hints too, then yeah maintaining eye contact while picking it up is probably a nice way of flirting. But if there's no other signals, might not be anything more than him being a gentleman. Gotta use your detective skills and read the whole situation!
