What does it mean when someone says they “feel blank” (Emotions wise)?

It means that they are either confused about what to feel and perhaps have to conflicting feelings which is possible, or conversely, don't feel much of anything at that moment, although later and they feel a lot, or simply do not care about the thing that they are told they should be feeling something about.

They feel neutral, they don’t feel any specific way. Not happy, not sad, just feeling balanced and neutral.

When people say they feel "blank" it usually means they feel vaguely unhappy. Blank is the first step towards depression.
