They are doing the breadcrumbing method. It means they don't care enough to fully know you yet they want to orbit around you.

You put a lot of meaning behind social media behavior that others do not. In your world, likes/replies/views equate to interest while for the next person it doesn’t hold the same value. Personally I would be mind boggled if a guy felt like I was playing games because I interact with his social media but don’t make moves to initiate something “more”.
