Because certain careers require background checks for arrests, not convictions. Travel to certain countries requiring visas sometimes require arrests rather than convictions.

Anything where there's a "Moral Character" clause looks at arrest records, not convictions. Enough evidence for an arrest doesn't mean enough for a conviction.
