He rejected after based on some very vague reason. I year after that when we came across each other he was looking at me very intensely almost staring at me with intense face.

Well, that's your issue right there. You interpreted it that way. Women have this problem a lot. Maybe he never found you ugly at all. Maybe you were dressed nice or looked a little thicker (or thinner) and he thought you were hot.
