This is a limiting belief scenario. Some bad people told called you ugly so you have bought into it hook, like and sinker. Shame on you!
I'm not going to go crazy and say the guy is interested in you, perhaps he is, but enjoy the attention. As a minimum, learn to interact with "hot" guys, take a complement, God forbid, actually make a friend.
ALSO, hanging out with a hot guy makes you good looking. Expect a few date request to come your way. Obviously, you may have something other girls lack. Own it.
He likes what he sees so he looks at it. No need to make it any more complicated.

Ugly is a matter of personal preference and people's perspective.
He might not think you are ugly.
Maybe he thinks you are a nice person or he is just polite. Or he actually likes you.
But don't hold on to what others said in the past, it is just their opinion and luckily people can have different opinions.
