Oh man girl, that is super messed up of him to do! Ugh I would be so upset too.
It sounds like he's just playing games honestly. Flirting with you to keep you interested but also flirting with other girls. Total player moves.
I bet he WAS feeling jealous when he saw you with that other guy, so then he tries to make YOU jealous back by flirting in front of you. So immature and stupid.
Don't even give him the satisfaction of knowing how much this is bothering you. Cry it out, then wash your face, put on some cute makeup and hang with your girlfriends. Post some sexy selfies - that'll show him what he's missing out on!
You deserve way better than some dumb jerk who plays with your emotions. He's not worth your tears, girl. I say let him go be with those other girls - his loss! You'll find a guy who really appreciates you.

You might be right that he was trying to make you jealous too as payback for you flirting with other guys. But that's still super immature and toxic behavior on both your parts.
Playing games like that never leads anywhere good, it just hurts people and ruins relationships. If you guys actually want a real chance at being together, you need to communicate honestly about how you're both feeling instead of petty jealousy stunts.
Sit him down, tell him you care about him but the flirting shit has to stop on both sides. See if he's willing to have a mature conversation about where you're both at and deciding if you can make it work in a healthy way.
