Does he have feelings for me?

So i have a guy friend we have been friends for 8 months now. We didn't start out as friends we kinda tried to date each other but it didn't work because of lack of physical attraction, so nothing ever happened between us except hugging and some flirting. We are so much better off as friends and i recently started dating another guy and he started talking to another girl as well (they didn't meet yet they have been texting for a month now) So i thought everything turned out great for us and i gained a good friend. Except i noticed he was only willing to give advice to me when things turned out bad for me with a guy. Since i met this new guy he kept his distance and started to text way less, i have to initiate a conversation most of the time but in the past he was the one initiating it. I thought he would be happy for me but he clearly doesn't like it when i talk highly of this new guy. He talks about his talking stage but he only says things like "i dont want to rush it, i will ask her out later, im still 'cooking', i want to take it slow" although i have been encouraging him to just take her out on a date so both of us could have a crush. Yesterday i texted him and he replied with "what do you want im not sure i can emotionally handle talking about your new boyfriend right now" so i asked him what's wrong is he moody etc but he told me everything is great he is fine, not moody at all he then changed the topic and we talked about something else. It was weird. He also always finds excuses for the guy to be a red flag, even tho he acts like he supports me even if the guy makes the slightest mistake he is against me dating him. I want to keep this friendship so i need advice.
