Um, how are we supposed to know? We aren't mind readers. You also give literally zero context to who the guy is and where you are sitting next to each other. Is it in class? At a coffee shop? In a meeting at work? Where? Who is the guy? A stranger? A coworker? Someone at the local bar? You can see how this question is impossible to answer without context. That said the only answer I can give with the lack of information is that he doesn't want to talk to you. Not everyone is going to want to talk. He for whatever reason has no desire to start a conversation with you. He is allowed that choice and I'm not sure why you care enough to post about it. Just leave the guy alone. He isn't interested.
