Is it a bad sign if a guy sees you smiles and waves comes over to you asking what you have been upto? Staring into your eyes then asking about your friend and leaving after that to continue whatever they were doing?

They didn't glance at your body once or look in your direction much and when you were saying goodbye they had a smile on their face?

I'm guessing this guy isn't interested in me?

Hmm that interaction is kinda weird, but I wouldn't necessarily say it's a bad sign he's not interested. A few things could be going on:

- Maybe he just wanted to be friendly since you know him as a neighbor, but was too shy to really flirt or ask you out.

- Asking about your friend was probably just small talk so the convo didn't get awkward, not that he's into your friend instead.

- Smiling when saying bye is still a good sign - he's not trying to rush off rudely.

It's hard to say for sure just from that one brief chat. He could definitely be shy or unsure how you'd react if he was more obvious. I'd say give it a bit more time - next time smile back warmly and chat for a little longer to see how he acts.

If he makes more eye contact and seems engaged when talking just to you, that's a better sign. Or you could even subtly flirt a little to test the waters. Don't lose hope yet - some guys are just less obvious when they like a girl!
