It goes away and you think nothing. Till he comments on another question. Just to get reported again and again.
He comments on one a little less offensive and just keeps commenting like a troll.

Well, first off the right thing to do is to report so there is a record of someone being reported. Next thing you can do if you wish is to block them and that way they can't stalk you. That is what admin recommends I tell users that I have frozen for harassment or being offensive. So that is what you ought to do if you are having issues. Next you can contact a moderator or the admin directly regarding the incident. They will look into it I can assure you. I don't allow messages from anyone but who I follow but you and other users are welcome to tag my username anywhere you want and then tell me what's up. If it is constant stalking and harassing and there is clear and evident proof I can temporarily freeze the account which initiates the admins looking into my action as they do with every single moderation action I take. I can also contact them on your behalf given their response time to me is much quicker than normal users.

Selecting "I don't want to see this" does not register a report. It just hides it as you point out. I guess you could report first and then hide it but I honestly have no clue what admin sees at that point. It could be taken off their report list.
If a mod does it then it is checked as every report by a mod is. Hope this helps.

If it gets really bad then get an uber to freeze them. Also, they now limit the "I don't want to see this" usage to 10 times in a 24hr period. That is why I say get an uber or they could make you burn those up quick.

There is nothing that @GirlsAskGuys racist about I did freeze the account for review.
I would expect them to unfreeze it and reprimand me.

The account is unfrozen so admin does not agree it is racist either. Contact them through the tag I posted if you have a complaint. There is nothing I can do when it does not break their rules.
