Were these older boys hitting on my little sister?

I took my little sister to a open day at a sixth form college she hopes to attend next year.

She's just turned 16 and is very intelligent and beautiful. She has a very womanly figure for a girl her age and unfortunately sometimes it attracts the wrong sort of attention.

She still very innocent and good girl but but because of her figure a lot of men tend to sexualize her when she doesn't even understand. I have to be one to protect her as her big sister.

We were walking around the classrooms and the halls and all the boys were stairing at her. She was just wearing a skater dress and boots. She kept going red and shy and asking why boys were looking at her. She thought they were laughing at her and making fun but they weren't and I didn't want to tell her the truth either because I didn't want her to feel even more self conscious of herself.

It got to lunch time and there was some older boys I'd say 18ish years old sitting down whilst we were looking to find a place to sit. They said we could sit with them after stairing my little sister up and down.

I said no thanks and before i knew it another family said "since your offering well sit with you" they boys then walked away from were they were sitting and left before saying bye to my little sister.

I'm very protective of her, especially as she's very innocent compared to the other kids. She prefers reading books and riding her horse over partying and boys. She thinks if boys are showing interest there making fun out of her and usually freaks out.

Were these older boys hitting on my little sister?
