German island bans Christmas tradition of spanking women with cow horns. Is this really happening in the 21st century?

While most Germans celebrate Saint Nicholas Day by leaving their shoes out for surprise gifts, residents of the German island Borkum have taken the 'festivities' to an entirely different level. It involves spanking women on the buttocks with cow horns. Young men dress up and roam the island to strike women on the buttocks with cow horns during the night.

Strangely, not everyone sees the ritual as a problem. Many locals brush it off as ‘harmless fun.’ Organizers of the event have always tried to discourage social media coverage to avoid exposing the identities of the costumed participants.

How on earth can this be seen as 'fun' and defended as part of a 200-year-old 'tradition'?
