Acting jealous and protective but doesn't want to be boyfriend/girlfriend?

The guy I'm seeing is constantly warning me about strange men even when I'm going out into the woods, telling me I shouldn't go out wearing a tight top and jean shorts, because of "weirdos" etc. Once when I walked to the store, he thought I was taking too long, and went out in his car looking for me, and was asking me where I'd been, even though he knew I was going to the store. Yet he doesn't want me to be his formal girlfriend, he refers to me as a friend, never girlfriend or anything like that. Why would he even care if I was meeting other men? He doesn't seem to want me anyway.
